Which cover is better?

I have recently published A More Perfect Union and my critique group critiqued the bleep out of one of these covers. Please let me know which one you like best and why.     I like the blurb on the second one. The second cover is almost too "busy" but is more eyecatching and tells a story itself.

    Hi Dolorah,

    I used the best of both covers. Hero and heroine are standing facing away from each other and over but not on the presidential seal as carpet.
